【摘要】:SNMmonitorsareaneffectiveandunobtrusivemeanstosearchpedestriansforconcealedSNM.FacilitysecurityplansuseSNMmonitorsasonemeanstopreventtheftorunauthorizedremovalofdesignatedquantitiesofSNMfromaccessareas.Dailytestingofthemonitorswithradioactivesourcesguaranteesonlythecontinuityofalarmcircuits.Thein-plantevaluationisawaytoestimatewhetheranacceptablelevelofperformancefordetectingchosenquantitiesofSNMisobtainedfromamonitorinroutineserviceorafterrepairorcalibration.Theevaluationverifiesacceptableperformanceordisclosesfaultsinhardwareorcalibration.Theevaluationusestestsourcesshieldedonlybynormalsourcefiltersandencapsulationand,perhaps,byinterveningportionsofthetransportingindividualrsquo;body.Thetransportingindividualalsoprovidesanotherformofshieldingwhenthebodyinterceptsenvironmentalradiationthatwouldotherwisereachthemonitorrsquo;detectors.Hence,transportingindividualsplayanimportantroleintheevaluationbyreproducinganimportantconditionofroutineoperation.Theevaluation,whenappliedasaroutine-operationalevaluation,providesevidenceforcontinuedcompliancewiththeperformancegoalsofsecurityplansorregulatoryguidance.Itistheresponsibilityoftheusersofthisevaluationtocoordinateitsapplicationwiththeappropriateregulatoryauthoritysothatmutuallyagreeableevaluationfrequency,testsources,wayoftransportingthetestsource,numberoftest-sourcepassages,andnuisance-alarm-rategoalsareused.Agreedwrittenproceduresshouldbeusedtodocumentthecoordination.1.1ThisguideisaffiliatedwithGuideC1112onspecialnuclearmaterial(SNM)monitors,GuideC1169onlaboratoryperformanceevaluation,andGuideC1189oncalibratingpedestrianSNMmonitors.Thisguidetoin-plantperformanceevaluationisacomparativelyrapidwaytoverifywhetherapedestrianSNMmonitorperformsasexpectedfordetectingSNMorSNM-liketestsources.1.1.1In-plantperformanceevaluationshouldnotbeconfusedwiththesimpledailyfunctionaltestrecommendedinGuideC1112.In-plantperformanceevaluationtakesplacelessoftenthandailytests,usuallyatintervalsrangingfromweeklytoonceeverythreemonths.In-plantevaluationsarealsomoreextensivethandailytestsandmayexaminebothamonitor''snuisancealarmrecordanditsdetectionsensitivityforaparticularSNMoralternativetestsource.1.1.2In-plantperformanceevaluationalsoshouldnotbeconfusedwithlaboratoryperformanceevaluation.In-plantevaluationiscomparativelyrapid,takesplaceinthemonitor''sroutineoperatingenvironment,anditsresultsarelimitedtoverifyingthatamonitorisoperatingasexpected,ortodisclosingthatitisnotandneedsrepairorrecalibration.1.2In-plantevaluationisonepartofaprogramtokeepSNMmonitorsinproperoperatingcondition.Everymonitorinafacilityisevaluated.Therearetwoapplicationsofthein-plantevaluation:oneusedduringroutineoperationandanotherusedaftercalibration.1.2.1RoutineOperationalEvaluation-Inthisformoftheevaluation,nuisancealarmrecordsforeachmonitorareexamined,andeachmonitor''sdetectionsensitivityisestimatedduringroutineoperation.Theroutineoperationalevaluationisintendedtoreassuretheplantoperator,andhisregulatoryagency,thatthemonitorisperformingasexpectedduringroutineoperation.Thisevaluationtakesplacewithoutpretesting,recalibration,orotheractivitythatmightchangethemonitor''soperation,andtheevaluationsimulatesthenormaluseofthemonitor.1.2.2Post-CalibrationEvaluation-Thisformoftheevaluationispartofamaintenanceprocedure;itshouldalwaysfollowscheduled......
